You can use the FFT capability of the oscilloscope, however you may not have sufficient dynamic range and you would not be able to configure CISPR detectors and other parameters specified in CISPR 16. Using a low cost spectrum analyzer with EMI option and a SW such as EMCview is much more accurate and efficient.
